Dr. Sean Costigan is Managing Director, Resilience Strategy at Red Sift, where he oversees and advises on cybersecurity policies and strategies. An expert in emerging security challenges, he is a leader for the NATO DEEP cybersecurity curriculum capacity-building efforts, including Ukraine; co-author of the forthcoming PfPC/NATO Hybrid Threats and Warfare Reference Curriculum; and Senior Advisor for the Emerging Security Challenges working group of the Partnership for Peace Consortium. Dr. Costigan is widely published on geopolitics, cybersecurity, and hybrid threats. Along with Ukrainian colleagues, he is currently working on lessons learned from the war in Ukraine. Dr. Costigan is also a Professor at the George C. Marshall European Center for Security Studies, where he educates on the nexus of global cybersecurity and hybrid threats. He is a 2023 Serge Lazareff Prize winner for his contributions to the Office of Legal Affairs of NATO SHAPE.
