Lou Stephens is the Vice President of Operations and Security for Sea Foam Corporation. Founded in 1942, Sea Foam Corporation is a Minnesota based manufacturer of petroleum products, best known for producing fuel and oil additives.
Before Sea Foam, Lou was the special agent in charge for the U.S. Secret Service in Minneapolis from 2011 to 2017 and managed the agency’s protective and investigative operations throughout Minnesota, North Dakota and South Dakota.
Prior, Lou served in the Secret Service office located in Rome, Italy for more than five years and had regional responsibilities for leading all Secret Service investigative and protective operations throughout Southeastern Europe, the Middle East and portions of Africa. He helped create the Secret Service’s first foreign-based cyber crimes task force, which served to bring together and utilize the combined resources of international law enforcement agencies, public sector organizations, and corporate businesses partners throughout Europe and the U.S. to combat transnational cyber crime. In his role as manager of the European Cyber Crimes Task Force, Stephens initiated and managed high-profile transnational cyber investigations which involved network intrusions and the theft of data, personally identifiable information, payment card information, and intellectual property from a wide range of U.S.- and European-based public and private sector organizations.
Lou is a member of the International Association of Financial Crimes Investigators, the International Association of Chiefs of Police and the Minnesota Chiefs of Police Association.
