Andrew Borene is an executive advisor to the Intelligence Advanced Research Projects Activity (IARPA) in the Office of the Director of National Intelligence (ODNI) as a SETA consultant from Booz|Allen|Hamilton. Andrew supports the IARPA Director by leading special projects in partner engagement, public affairs, and collaborative efforts between public, private and academic sectors to conduct high-risk/high-payoff research delivering future intelligence advantage for the United States. Andrew joined IARPA from IBM, where he was a senior executive in the defense & intelligence analytics business.
He currently serves on the Advisory Committee for the American Bar Association’s Standing Committee on Law & National Security, and the National Defense Industrial Association’s Special Operations and Low-Intensity Conflict (SO/LIC) Executive Board.
Andrew’s government service includes a term-appointment as an Associate Deputy General Counsel at the U.S. Department of Defense. Previously, he was an active duty U.S. Marine military intelligence officer in Iraq, and was also a U.S. State Department-funded Fellow for the study of post-conflict peace building operations in Northern Ireland.
Andrew’s private sector experience has included management roles at IBM, leading corporate development at a reconnaissance robotics start-up, program management for open-source intelligence at LexisNexis, and public finance investment banking. He has held fellowships and appointments at the Georgetown University Center for Security Studies, the University of Minnesota’s Technological Leadership Institute, and he chaired the Cyber Security Summit.
Andrew has broad international media experience including television, radio and print. He has authored opeds and book chapters, and is lead editor of The International Human Rights Law Sourcebook, The International Humanitarian Law Sourcebook, and The U.S. Intelligence Community Law Sourcebook.
